Over $1.6 billion on the Chicago police budget, and they couldn’t catch a shooter who killed a young man at 111th and Longwood a few blocks from the Chicago police station.

All of the technology and manpower with little to diminishing results and this is efficiency at its best? We shouldn’t be surprised.
